Understanding Contractor Complaints

Oregon's Construction Contractors Board (CCB) handles complaints against licensed contractors. Here's what the data means and how to interpret it.

What is a CCB complaint?

Anyone can file a complaint with the CCB about a licensed contractor. Complaints can cover defective work, breach of contract, property damage, or other issues. The CCB investigates and makes a determination.

Complaint statuses

  • Open — Currently under investigation
  • Determined — CCB made a decision; may include a payment order
  • Settled — Resolved between the parties
  • Withdrawn — Complainant withdrew the complaint
  • Dismissed — CCB found insufficient evidence

What to look for

Zero complaints is ideal, but a single withdrawn or settled complaint on a contractor with 20 years of history isn't necessarily concerning. Context matters.

Unpaid claims are a red flag. This means the CCB ordered the contractor to pay a claim and they haven't done so. The bond may cover part of this amount, but it indicates a serious dispute.

Disciplinary action means the CCB took formal enforcement action — this could include fines, license suspension, or revocation. Always investigate further before hiring.
